The HOMESTAR program, nicknamed “Cash For Caulkers” is currently a program proposed (will hopefully be approved by congress soon) by the Obama administration that will provide direct incentives for homeowners to improve the energy efficiency of their homes. Home Owners can receive reimbursement from the federal government for residential upgrades that will decrease energy consumption in their homes. These residential upgrades can be in the form of buying new energy star appliances (washer, dryer, air conditioner, furnace etc) or adding insulation, weatherization and replacing old doors/windows.

The proposed “Cash For Caulkers” program has been sent to Congress for approval. President Obama is strongly supporting this program and is calling upon congress to pass this legislation that will help create new jobs in the green sector and also help Americans slash their utility bills.
What Economic Benefits Will We See If The HOMESTAR Program Is Approved By Congress?
The budget for the “Cash For Caulkers” program is currently at $23 Billion. This money will be used as incentive for homeowners to spend money on new projects in their homes. This will help create many new home energy retrofitting jobs. The construction industry is currently seeing an unemployment rate of 17%. Many of these unemployed construction workers will be able to move to these “Green” jobs. The estimated number of new jobs that this program will help create is 168,000 in the next two years.There will be increased demand for construction materials which further create more local jobs and improve the financial health of companies that are engaged in producing construction materials.
